Ms Wong joined the Administrative Service in November 1993. She has served in a diverse range of bureaux and departments, including the former Chief Secretary’s Office, the former Home Affairs Branch, the former Education and Manpower Bureau, the Chief Secretary for Administration’s Office, the Civil Service Bureau, the Security Bureau and the Chief Executive’s Office. She served as Deputy Secretary for Commerce and Economic Development (Commerce and Industry) (retitled as Deputy Secretary for Commerce and Economic Development upon the re-organisation of the government structure on 1 July 2022) from May 2021 to July 2022, and as Director-General of Trade and Industry from August 2022 to July 2024. Ms Wong assumed the post of the Permanent Secretary for Commerce and Economic Development in August 2024.
Jocelyn Chow is a Partner and Head of Competition, Trade and Foreign Investment, Asia, at Eversheds Sutherland, based in Hong Kong. She advises clients on all aspects of economic and trade sanctions, import and export controls and other trade and economic regulations (in addition to competition law) as they apply to their business arrangements globally and in the Asia Pacific region, and works closely with Eversheds Sutherland’s global international trade team. Leveraging her subject matter expertise and language skills, Jocelyn regularly guides multinational corporates through complex compliance matters, internal investigations and regulatory proceedings on the ground in Greater China, as well as advising clients on the design of their global distribution models, supply chain management and compliance programmes.
